This is a 90s chamois cloth shirt from Five Brother. Describing the color is difficult, but it's a blue color, similar to indigo.
It's a large size, so you can wear it over a hoodie or knit sweater, or use it as an accent color with an inner layer.
As shown in the photos, there are paint marks near the pocket, and there's some fraying on the pocket. It doesn't seem to be coming apart further.
